On the down side, Property values in California continue to be depressed. Experts say that home values will not go up soon and when they do, they will not go up quickly. On the up side, interest rates continue to be low and are expected to get lower, in an incentive effort to motivate buyers to buy and owners to refinance.  Aside from all the ups and downs, the world still turns, doesn't it?
